
Spark is Oregon’s Quality Recognition and Improvement System (QRIS). It is a voluntary program designed to support and recognize high quality early childhood care and education programs. In early learning and educational settings, high quality includes some of the following features and benefits:
Spark connects families to quality early learning and care programs that prepare children for kindergarten and lifelong learning.
Spark offers coaching, professional development and resources to help early learning and care programs provide developmentally appropriate experiences and to keep improving the quality of the care they provide to your children.
What is Spark?
Early care and education professionals who are part of Spark are committed to providing a quality early learning experience for your child. Working in both center and home based settings, they represent many backgrounds and languages, just like Oregon’s diverse families.

The Spark process has been streamlined, making finishing your portfolio much simpler than it used to be in the past. Participation in Spark has many benefits, including support and incentive funds, and higher DHS reimbursement rates for Star rated programs.
